To promote real, sustainable and lasting development in disadvantaged communities of the world, it has been necessary to move from the traditional concept of development based on charity and philanthropy towards a new model able to activate all those solutions that modern technologies can provide, so as to respond in new ways to the traditional basic needs of people living in disadvantaged communities: food, safe water, health, education, wellbeing.

It is a new vision based on the empowerment of disadvantaged people, endowing them with more effective technical and scientific tools and services, so that they can fully exploit local resources and break a millenary isolation.

To do this, we have created a specific platform where the centres of knowledge intended as service providers could transfer their competence to the communities in need intended as service users, by relying on the most innovative systems of TLC/ICTs, particularly in the field of e-learning, telemedicine, food security and e-governance.

The results achieved and certified in the framework of the United Nations make old cooperation practices obsolete and give way to a new generation of partnerships, actions and projects, integrated by the ICTs. New generation projects will allow the transfer of knowledge, the activation of common initiatives, the training of ad-hoc personnel, healing and prevention, safe food and fighting poverty, lowering the cost with a greater leverage: those are the possibilities the digital revolution opens in development strategies, and this is the choice of OCCAM, the mission guiding the Observatory in all of its activities.
